Amir issues law on localising private sector jobs, MoL to develop plan
Amir H H Sheikh Tamim bin Hamad Al Thani issued Law No. (12) of 2024 to localize private sector jobs, effective six months after official gazette publication. Aligned with Qatar National Vision 2030, the law aims to boost Qatari workforce participation, attract foreign talent, and enhance job stability. The Ministry of Labour will develop a nationalization plan based on entity size, workforce, and job types, offering incentives and training programs. The law mandates standard employment contracts for job nationalization to ensure job security for Qataris and stable work environments
The ministry further explained that the entities subject to nationalisation under the law include employers who are natural persons managing private establishments registered in the commercial register, commercial companies operating in the state, whether state-owned, state-participated, or privately owned and private non-profit institutions, sports institutions, associations, and similar entities.
This transformation will be achieved by leveraging a highly skilled Qatari talent pool while also attracting foreign talents with advanced skills.
