Qatar Introduces Major Labor Law Reforms to Boost Market Efficiency and Investment Climate

Qatar's Ministry of Labor has announced amendments to Labour Law No. (9) of 2026, issued by HH the Amir Sheikh Tamim bin Hamad Al-Thani. The reform marks a significant step in the development of the country's labour legislation, aimed at enhancing economic competitiveness and strengthening the stability of the labour market, in line with Qatar National Vision 2030.

Key developments:

  • New forms of employment: introduction of part-time work and freelance employment, accommodating emerging economic models such as platform-based work.
  • Strengthened oversight of recruitment: tighter regulation of recruitment offices, covering licensing procedures and applicable penalties.
  • Non-compete clauses: clearer rules balancing workers' professional mobility with the protection of employers' legitimate interests.
  • Dispute resolution: enhanced mediation procedures and the use of digital platforms, with decisions now carrying enforceable legal authority.
  • Workplace dialogue: companies employing 100 or more workers will be required to establish joint committees comprising employer and employee representatives.
  • Professional certification: introduction of testing requirements for certain occupations, in order to raise workforce qualifications.
  • Wage protection: expanded enforcement tools, including service suspension and publication of the identity of non-compliant entities.

The Ministry presents this reform as a qualitative shift for Qatar's business environment, designed to attract skilled professionals and reinforce long-term stability in employment relations.
